Patricia Balfour is a labour and employment lawyer with more than 30 years of experience in representing public and private sector employers on a wide variety of labour and employment issues.   At Bass Associates for more than 20 years, Patricia’s strength is in providing strategic, pragmatic and creative solutions to workplace disputes and collective bargaining negotiations in a manner that fosters positive relations between employers and their employees and unions.

Patricia attained her law degree from the University of Western Ontario in 1982 and was called to the Ontario Bar in 1984. Prior to joining Bass Associates in 1995, Patricia held positions as associate lawyer with one of Toronto’s leading management labour and employment law firms, then as a labour relations consultant with the Ontario Hospital Association in which capacity she also served as the OHA co-spokesperson for the central SEIU and CUPE bargaining processes, and ultimately as the Director of Labour Relations for the City of Toronto reporting directly to City Council and responsible for the strategic direction of all labour relations issues pertaining to the City’s unionized employees.

At Bass Associates, Patricia has a particular focus in representing employers in unionized environments. Although she represents clients in the full range of employment and labour matters, Patricia’s current practice emphasizes the negotiation of collective agreements and interest arbitration. Ms. Balfour is also regularly invited to serve as an employer nominee on interest and rights boards of arbitration.
